Maat stuff

"maat" only allows:
Omicron Minor, Omicron Delta, Omicron Kappa, Omicron Theta

I think we should add:
omicron 74,92,100
omega 41,47,49

bolt&underlined ones have to be added... seems (whoever posted it) forgot them.

I'm fine with Omicron-100, 92, 74 and Omega-41, but further - I don't see any need.

I'd also think about allowing caps into Tohoku, but then Isejins might start making us troubles with Kusari.

Allowed should be:
Omicron Minor, 100, Delta, Major, 92, Kappa, 74, Theta, Lost
Omega 50, 49, 47, 41 and perhaps Omega-5 and 3
Sigma 19, it's close thing
Tohoku

Few edits made in Maat.

Omegas shall stay out of bounds.

So if we see them on the long range scanners where they shouldn't be, do we:

Search and destroy by any means necessary?
Wait for them to return?
PM them asking them to return?
Send a snub or group of snubs to escort them back home?
Destroy with a fleet of bombers?

Ask them to return, if they don't return, try to locate them, screenshot them, Maat will take care of it from there.
